Short answer: To import from China to the UAE you need a trade licence that allows importing and a customs registration, a verified supplier, an approved sample, a clear purchase order and payment terms, a quality inspection, freight to a UAE port such as Jebel Ali, and customs clearance with 5% duty and 5% VAT on most goods.
Step 1: Make sure your company can import
Your UAE trade licence must include an import or general trading activity, and the company needs a customs client code with the customs authority of the emirate where goods arrive (for example Dubai Customs for Jebel Ali). Without these, a customs broker cannot clear goods in your name.
Step 2: Define the product and find suppliers
Write a short specification: materials, size, colour, packaging, labels, quantity and target price. Then shortlist three to five suppliers from platforms, trade fairs or a sourcing agent, and send each the same request for quotation (RFQ) so you can compare like for like.
Step 3: Verify the supplier
Check the business licence and business scope, confirm whether it is a factory or a trading company, ask for export references and certificates, and for larger orders arrange a factory audit. Never pay a new supplier 100% upfront.
Step 4: Approve a sample
Order samples before mass production and check them against your specification. The approved “golden sample” becomes the reference for production and inspection. Standard samples usually ship in days; custom samples can take two to four weeks.
Step 5: Agree the purchase order and payment terms
Your purchase order should state the product specification, quantity, unit price, Incoterm (for example FOB Shanghai or CIF Jebel Ali), production lead time, packaging and labelling, quality standard and payment terms. A common structure is 30% deposit and 70% after a passed pre-shipment inspection.
Step 6: Inspect before shipment
Book a pre-shipment inspection when production is finished and most goods are packed. Inspectors use AQL sampling to check quantity, appearance, function, dimensions, packaging and labels, and send a report with photos before you pay the balance.
Step 7: Ship the goods
Choose sea freight for larger or heavier orders and air freight for urgent or small, high-value shipments. Sea freight from major Chinese ports to Jebel Ali usually takes a few weeks port to port; add time for booking, loading and clearance. Consolidating goods from several suppliers into one shipment lowers freight cost per unit.
Step 8: Clear customs and pay duty and VAT
Provide the commercial invoice, packing list, bill of lading or air waybill and certificate of origin to your customs broker. Most goods pay 5% customs duty on the CIF value, and 5% VAT applies on the CIF value plus duty. Regulated products such as electrical items, cosmetics, toys and food may need conformity certificates or registration before clearance.
Step 9: Deliver and reorder
After clearance the goods are delivered to your warehouse, store or an Amazon or Noon fulfilment centre. Keep your specification, sample and inspection criteria on file so reorders are faster and quality stays consistent.
